Accomplishments
Organized the completion of the annual Head Start Refunding Application including drafting the Budget, Budget Narrative, GABI and Training and Technical Assistance Plan as well as presenting to the Policy Council and CAO Board for approval.

Led the development and management of the Department budget from 2006 to present, during which time the budget grew from $5.8 million to $7.1 million. Completed line item analysis and presented budget estimates by established deadlines, identified budget changes and demonstrated how these changes may impact Department operations. Utilized Microsoft’s Dynamics NAV 5.0 fiscal software to review and manage the 2008 to 2011 budgets more efficiently and effectively through increased ability to run reports, look up data and analyze line item detail.

The initial 2004 Federal Triennial Monitoring review found CAO in non-compliance on a range of issues. I led a management team, with guidance from the Executive Director, in a comprehensive review of each cited non-compliance. Most of these were found to be incorrect interpretations of Head Start Performance Standards or were not supported by accurate documentation. A resulting challenge of the review and another on-site monitoring cleared all issues.
